All the 3 colleges that you mentioned (NIT Andhra Pradesh, NIT Raipur and IIIT Kanchipuram) are very reputed institutes in themselves.
The main thing you should consider is your interest. If you are interested in Electrical field, then go for NIT Andhra Pradesh. If in chemical, then go for NIT Raipur. And if in mechanical, then go for IIT Kanchipuram. The choice is yours.

If you want more job opportunities and a safer career option, then NIT Andhra Pradesh with Electronics and Electrical Engineering is the better choice. This branch has good demand in both core and software companies.
NIT Raipur Chemical Engineering is also a good option but has fewer job chances directly after BTech unless you want to go for higher studies or work in oil, pharma or process industries.
IIIT Kancheepuram Mechanical Dual Degree is a five-year course, and mechanical jobs are less compared to EEE. Also, placements at IIITs are mainly better for computer-related branches, not mechanical.
So, the best option for most students would be NIT Andhra Pradesh (Electronics and Electrical).
