Based on this score the chance are there to get IITs, NITs but there is less chance to get the core branches in IITs & NITs. You can also use GATE College Predictor tool given below to know your best admission possibilities in IITs & NITs.

If you wish to get PSUs job or the core branches in IITs & NITs then I would suggest you to appear for GATE Entrance Exam again.

You have mentioned that your friend's GATE score is 549 but you didn't mention in which branch. All the PSUs and IITs have different cut off for different branches so without knowing the branch we cannot say about the chances.

For Mechanical engineering this score is very less for the IITs because the cut off goes upto 800. Even for the PSUs you need around 850 marks.

For Electronics and Communication engineering the cut off goes upto 700 

For Civil engineering also the cut-off is high and goes upto 700. 

If your friend has given GATE through Agriculture Engineering or through Biotechnology then there is a chance to get into the IITs at this rank. 

Further he can try the NITs where he may get a seat but may not get the specialisation he wants. Else he can prepare for one more year and secure good marks and get into whichever IIT he wants or whichever PSU he desires.
