No, other state students are not eligible to apply for AP EAMCET.

In order to apply you should belong to the state of Telangana or Andhra Pradesh and you should satisfy local/ non-local status requirements as laid down in the Telangana or Andhra Pradesh, Educational Institutions (Regulation of Admission) order, 1974.

Other State candidates can't apply for AP EAMCET. Eligibility criteria as per official notification is quoted below-

"Candidates should belong to the state of Andhra Pradesh / Telangana. The candidates should satisfy Local / Non-Local status requirements as laid down in the Andhra Pradesh / Telangana."
