The All India 15% quota is for students from all over the country into majority of colleges that have their admission procedure around NEET. It means that student from any part of the country can apply for these and further reservation policies are applicable on these 15 seats. For example, if there are 100 seats in a medical college, 15 are for All India pool, out of which only 8 are for unreserved candidates and rest 7 are divided among SC/ST/OBC categories. The rest 85 seats would be available for students in the state itself. 

In case you belong to the states of Telangana and Jammu and Kashmir, you would have to go through NEET prospectus to understand your eligibility. These states were exempted from 15% reservation in NEET 2018, however, no official statement has been given regarding 2019 counselling. 

You are eligible and should fill all the colleges from the list of colleges that you like during all India counselling on MCC's website. You would be alloted a specific medical college based on your rank and preferance. Hope this answers your query.
