sorry to say this! Jamia Millia Islamia never doesn't allow to carry the question paper. however,you can get the question paper at the campus. Just go to the Dr. Zakir Hossain Library, there you'll find a Xerox Point(in front of the entry gate of the New Reading Hall) . Ask the shopkeeper for the same, he'll provide you.
