Yes, candidates who have not been allotted till the special round or haven't reported for any allotment during JoSAA rounds or should have reported after allotment to the reporting centre but withdrew in the final round of JoSAA couselling and those candidates who reported at the centre but their seat was cancelled due to change in category and are still unallotted till the last round are also eligible.

So yes, candidates who withdrew allotted seat in JoSAA and did not get any seat till the last round are eligible to participate in CSAB counselling.
