In all the colleges in India, Admissions in courses are only in the first year. However, there are some courses where you can get admission in the middle of the course which is possible in case of lateral entry. Since, this college offers B.Sc. in Microbiology and no such option is available in that course, thus, you cannot get admission in third year.
