A residential certificate simply confirms that you have an address in the certified place. You may have more than one residence certificate. Whereas, a Domicile certificate is certificate of place of birth or permanent place where you live.

They aren't the same. As far as KEA Counselling is concerned, they ask for Domicile Certificate to confirm that you live in Karnataka or not because they have some Domicile Eligibility Norms. You can check those norms on their official website.
