Does other state students who don't have domicile of karnataka will also have to pre-register with KEA website for private colleges or we have to directly participate in all india counseling of NEET?

Admissions to seats in the private medical colleges is done entirely on the basis of state counselling so there is no way you can get a seat in private medical colleges of Karnataka through all India counselling. However if you fulfill the domicile criteria of Karnataka you can appear in the state counselling for the same and get a seat.
