No you can't apply because eligibility criteria is mentioned that they want science and maths  from 12th class

Yes you can fill the form for Delhi police head constable tele operator with commerce with maths as a subject . As long as you complete the eligibility criteria set by the delhi police recruitment board  you can give it from any course and stream as you want
