Since you feeshave already paid the registration fees in round 1,you dont have to pay again.
If no seat has been alloted in round 1 then you are still eligible for further rounds of counselling i.e round 2 and mopup round.
Once a seat has been alloted in rpund 2 it would require you to join the college as the free exit option wont be applicable.
