If you don't get a college alloted to you in your first round of counseling or you didn't get a college of your choice then you can participate in second round for counseling and for that you have to register again as one registration is valid for one round only .

No, for NEET UG 2019 the candidate who had already registered and done payment for round-1 don't have to repeat the same process again i.e (registration/payment). Though, its mandatory to fill fresh choices for round-2 as the choices for round-1 will be considered as null and void.
