If you have appeared for class 12 / passes class 12 this year then you can definitely give JEE main for year 2021.
But personally I would suggest you to either drop a year then prepare or move on with college life as it is not as easy one thinks.
Infact it's quite hectic and stressful to perform equally good at both places .
Rest totally depends on your choice

Yes of course you can. There is no restrictions in giving JEE exam. You can give exam while in college if you want to have an option to get a much better college than the existing one. But there will be problem in case if you clear the exam, as there will be requirement of the documents which are already deposited at your institute. For that you need to talk with the college authority.

JEE Main Eligibility Criteria

• Students can appear in JEE Main in three subsequent years.
• Candidates should have passed 12th or qualifying exam in 2019 or 2020.
• Candidates appearing in class 12 or equivalent qualifying exam in 2021 can also apply for JEE Main.
• Candidates need to pass 12th or qualifying exam with Physics, Chemistry and Mathematics.

Yes you can appear in JEE Main 2021 and if you get your dream college you can cancel your admission in the present college easily. Each year students do appear in JEE and they change colleges. There is no problem in it.
