Getting a government medical college is not at all possible at this marks. Even private medical college looks a lot difficult. You can try for other courses like BDS, BHMS or BAMS, etc from private colleges. You can get admission in deemed universities if you can afford them. 

If you really want to be in MBBS, then taking a drop isn't a bad option as well. But make sure you improve a lot and don't repeat the mistakes done this year and study much harder for next year and if you feel confident and JOSH in you from. Inside, you can opt for it.

You have not mentioned your category so I assume you belong to general category.
As you mentioned with UR category and 233 marks, your chances of getting a decent government college anywhere are negligible.As your marks are too oow you might not even get some private medical college.
I suggest you to go for some other course or prepare for NEET next year.

However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.
