Hello Sohail, the NEET 2019 cut offs increased by 15 marks since 2018.  This increase was for all Categories in general. Now it has been told that the cut offs for Government Medical Colleges will increase by 25 marks across all Categories. For now, this is the news only about Government Medical Colleges. And open seats mean students of any State can participate in Karnataka State Counselling. This is only an option for Karnataka.
