     Look there is around 28-29 IIIT'S in india. In them most of the new, you know some of them are just newly open, their first batch is not passed out yet. In that circumstances, it is hard to say the new IIIT'S. but why I taking about only new IIIT'S, at your rank you can expect only IIIT'S. Look as you asked for the best, the best colleges are the top ones like - IIIT ALLAHABAD, HYDERABAD, BANGALORE, LUCKNOW etc but can't expect those colleges at your rank. Cutoffs for those colleges are closed at 10-11k.

But at your rank, you can expect all the new IIIT'S & IIIT Pune, Guahati, Kota, bhagalpur, Sri City etc. If you don't get CSE in normal counseling round, then don't. Wait till to spot round. In the spot round cut offs are going too low, that you can easily get a college.

You have not mentioned which state you belong to. But with a rank of 6,999 in obc category, you may get cse in the following nit's

• NIT Jalandhar
• NIT Andra pradesh
• NIT Durgapur
• NIT Raipur

As cse is the most opted branch, you may get only these colleges. However you can get into other branches like ece/eee/mechanical/civil engineering, for which the closing ranks are quite high
