Mam I have EWS reservation?It will applicable for veterinary?

Mam, i have one doubt..i belong to andhra pradesh..
I belong to obc reserved ..( BC--D)..only 15percentage are filled through all india qouta for bvsc..and remaining 85per state qouta..but then how my marks depend on state domicile..
I make u clear...mam...
Some them says to get bvsc in govt for obc u need 500 marks and above ..
And some says ur seat depends on respective state domicile..so even u didnt get 500 ...if u get 430 it is enough for ur state (ap) for bc ..
My doubt is ::: my state has eamcet state level 85per entrance ..then remaining 15 per only national merit list is done ..to get selected ..then how they get seat in bvsc based on neet in state domicle..they says aiq if u got less in merit list for 420/720 u can apply for state domicile..so u can...how it is possible ...state based on eamcet ..then how ...are they trying to fool me ..or i didnt got right mentor to say....plz reply its my life....as i said i belong to obc reserved,
