Hello Rohiti,
Congratulations for clearing JEE Main .Last year the closing home state OBC rank for CSE was 18829 .So,with a general rank of 66000 and OBC rank of 17000 there is a good chance of getting admission in NIT Uttarakhand CSE.

Hello aspirant,
If your homestate is uttarakhand you can get cse in nit uttarakhand as last year closing rank for cse in nit uttarakhand was 18829 (obc-ncl rank), but if you are from other state then you can not get cse there as closing rank for other state candidates was about 4880(obc rank).
