You don't have to pay tuition fee at the time of reporting if you get seat in CBIT but you have to pay the admission fee and other fee as per the college fee structure which you will be notified when you report at the college. As you have scored a rank below 10,000 you are eligible for full fee reimbursement.

Coming to the cut off, in 2019 the cut off was 12167 for BC-A category to get admission in Information Technology in CBIT. So with this you have good chances of getting seat. The cut off changes every year as it depends on factors like Number of students who have written the exam, Number of seats available, Difficulty level of the exam ETC.
