if there is a special round this year , then you should apply for josaa. 

It costs more than normal round of counsellong but later it is compensated in your College fee . 

Or else , I suggest you not to take the counselling . 

yes, definitely apply for counselling. Fill out all the choices and all the branches in order of your preferance. Include all SFTIs and GFTIs in your choices as last rank in some branches can go upto this rank if there are less applicants.

as you secured 60826 rank in the jee mains its good

so you can register for the JOSAA-2019 counseling

better you attend the counselling of the JOSAA .there might be a chance but you give a try for the counselling
