Thanks for asking . I have to tell you that if you have registered yourself properly with details , paid the fees and uploaded your correct documents for state counseling it is very unlikely that your name  isn't in the final merit list.

In case you have checked the list correctly And your name doesn't appear means you do not have the state rank and hence can't proceed to the counseling further.
