There are various parameters for the reservation of seats for Person with disability in NEET (National Eligibility cum Entrance examination).
Ohorizontal basis 3% of all the medical/dental seats are reserved for Physically Handicapped candidates only for locomotor disabilities of lower limbs between 50% to 70%.
Since you have 90% Locomotor disability you are NOT eligible for NEET.
Candidates with disabilities greater than 80% are not eligible for any course.

You are however advised to ensure your eligibility by getting yourselves examined at any Government Medical College/District Hospital/Government Hospital. In case of selection under PH category, you will be required to produce Disability Certificate from one of the disability assessment boards, constituted at the four metro cities, mentioned below, before their schedule date of counselling:
