yes you might get government medical college in karnataka with 395 marks in neet 2019 belonging to any reservation category. as per previous year the minimum cut off was 

  • 368 for general category 
  • 338 for OBC 
  • 261 for SC ST

so this year you might get governmnet college but we are not sure this is just prediction made on the basis of previous year cut off. cut off rise and fall every year depending upon no.of candidtaes, no. of seats and difficulty of examination. hope for good results. to know previous year cut off of different colleges in karnataka visit following link https://medicine.careers360.com/articles/neet-cutoff-karnataka

You didn't mention your domicile state and your category here. I would suggest you to mention these in your further queries so that we can help you an appropriate answer.

Nevertheless, according to the past statistical data, it is really difficult to get a seat for unreserved category under ALL INDIA QUOTA in karmataka. However there are few chances for candidates belonging to reserved category.

If you're considering state quota, then looking at last year statistics, there are chances of getting a MBBS seat in some colleges irrespective of your category.
