Yes as Chandigarh is one of the Northern east states, you are eligible to apply for csab 2020 counselling.

Other eligibility criterias are

Candidates should have scored at least 45% marks; while SC/ST/ OBC -NCL/PwD category candidates should have at least 40% marks in their Class 12 exam

Aspirants should have studied the following subjects:
(i) Physics
(ii) Chemistry
(iii) Mathematics
(iv) Language (if the candidates have opted for more than one language subjects, then the language with higher marks will be considered)

Aspirants should have a valid JEE Main scores with them
