Being a scheduled caste category and successfully  complete AP EAMCET exam with 42000 rank you can get not the government colleges but top private colleges for Bsc agriculture course. Because getting good government college for Bsc agriculture course you have  to achieve rank in AP EAMCET at least 1000 to 10000. As your rank is above 10,000 then the cut off rank for Bsc agriculture in government college then it will be possible only to take admission in top private colleges with higher fees for the course.
