Well the counseling process works in a bit of a different way. If you get a seat in any of the rounds and do not except it then you are left out of that round and not considered for admission in that round. But that condition is just for one round and as each round has separate registration process so all the students can register again to get a seat. And hence every student has equal chance of getting seats in all the colleges in each round depending on their ranks. Seats are not beholded. As long as the round process is active the seats are available for the student allocated. Once the round ends and if the student does not take admission then the seat is considered rejected and then same student can attend the next round if he or she wants.
