The number of vacant seats will be released by Assam CEE portal itself. Yes you may expect some people to withdraw their admission in most cases as they may have gotten admission elsewhere. So that seat becomes vacant. Through a process of internal sliding, candidates with next best rank are alloted that slot and so on. Therefore there will be vacant seats after round of counselling and hopefully you would get admission in the last round if you have good enough rank. Hope this helps!
