Hope you are doing well. No, you cannot use your handicapped certificate at the time of college counseling. You will be categorized under the unreserved category if you do not claim any other quota such as OBC, SC, or ST. By adding the handicapped certificate, you can claim relaxation in eligibility as well as you can avail reservation under the PWD category.
