The official notification states that the Registration process for Special round is similar to the previous rounds which means a registration fees should have been there for fresh registrations. If you are registering for the 2nd time, you will need not have to pay the registration fees. And now the Merit list for Special counselling has also been released. What you have as an option is to check if your name appears on the merit list and proceed accordingly. If your name appears in the merit list, appear for counselling and you can pay the fees that will be asked of you at that point in time if allotted a seat.

Well if the counseling authority has not yet demanded any security deposit from your side then just follow the normal registration and counseling process.

Maybe during the counseling when you will report then they may ask you to have the security money deposited.

Just follow the instructions for now.
