Yes , you can do both Bsc and Btech at the same time IF ( and it is a big if) you choose to pursue  BSc degree  by Distance learning.

You can not do both of them together by regular mode(i.e traditional method of going to college and attending classes) .

Also it will be very hard to pursue them together as it will be very time consuming.
