No. You are not eligibile for GATE- 2019. The eligibility criteria for GATE exam is as follows-

Academic Qualifications

• Candidates should have completed their Bachelor’s degree in Engineering/Technology or Master’s degree (M.Sc) in any relevant science subject or must be in the final year of the programme.

• While applying for GATE 2019, there is no minimum pass percentage in the qualifying degree.

As per your info. I don't think so you can apply for GATE 2019.
