The government-owned corporations are termed as Public Sector Undertakings (PSU's). These companies are owned by the union government of India, or one of the many state or territorial governments, or both. The company stock needs to be majority-owned by the government to be a PSU. PSU's may be classified as central public enterprises (CPSEs) or state level public enterprises (SLPEs). Some well known PSU's in India include NTPC Limited, BHEL, Indian Oil Corppration, SAIL, etc.
To apply, you need to have a degree. And they mostly prefer people who have completed their 4 year full time btech degree. Because you need to be a graduate, whether before a diploma or after. Thus, you are not eligible for PSU's.

According to me that won't be a problem. You can go for psu after 3 year b.tech too. Many PSUs accept gate scores. Try scoring max. marks. And your B-tech percentage should be more than 60%.
