As you must be aware that cut offs change every year, so nothing can be predicted with surety regarding that. But we could look at the trends in the cut off to have an idea. Going by the last year's cut off and recent trends, the cut off  closing rank for obc candidate for the CSE branch even in round 4 has been around 24-25k. So, you can see you have less chance. But hope for the best,as cut offs vary every year.
