You sure can apply for all India quota and participate in the counselling process since you do have scored minimum qualifying marks.  I hope this solves your query, for further doubts regarding the same, write in the comment section given below

It showing  you are not permitted for registration

Then you may not sufficient marks in 10th or 12th or you may be not eligible for some other reason
