Yes a student can directly apply for 85% State medical counseling without applying for 15% All India quota counselling. Actually you can appear for the 85% state quota counselling if you have the domicile certificate of that state only. There are different rules of obtaining domicile certificates depending upon different states. However if your rank comes in the All India merit list also then you can join your Homestate colleges through 15 % all India quota too. Hope I solved your query.

Thanks its clear. Additional question related to that, as you said domicile certificate required. Is the domicile certificate required for the student only, or even if the parents have domicile certificate is it enough. As the student studied abroad from 1-10, only did 1st and 2nd PUC from Karnakata.
