uttrakhand has only 3 govt. medical colleges i.e. at haldwani ,dehradun and  srinagar.So 350 seems  not  to very promising score for qualfying ,but still the cutoff is for SC candidate is likely to fall between 325 to 330 .Therefore , you can have a good chance to qualify any of the mentioned three colleges above.

I'm sorry, but you will not get a government medical college for MBBS. In Uttrakhand, you will need to score minimum 450 to get a government medical college through the state counselling. The cut offs of the colleges of Uttrakhand in 2018 for your category were-

Doon Medical College - 445

Government Medical College- 442

Veer Chandra Singh Garhwali Government Institute of Medical Science and Research- 442
