If you have 11000 rank then your possible NEET score is in the range 520-550. I have made a list of colleges which have cut off less than this score for general category in Uttar Pradesh. 

1. U. P. Rural Institute of Medical Sciences and Research.

2. Government Medical College, Kannauj.

3. Government Medical College, Jalaun

4. Government Medical College, Ambedkar Nagar.

5. Government Medical College, Azamgarh

These are the few government medical colleges which had a cut off for NEET rank upto 11000. This cut off range is for 2018 and may vary every year due to difficulty and number of students appearing for the exam.

Dear candidate,

If 11000 is your all india rank then you may get free govt seat in top colleges but if in case it's a state rank then 11000 rank is not sufficient to get free govt seat for general category student. Because cimpecompet is really high this year and students have scored really well.
