With a rank of 13k it is tough to get cs in top colleges in Bangalore. If he is hellbent on taking cs then he'll have to settle for tier 4 colleges. If he is changing the subject to ISE or ECE which are also top branches then he has a better chances at getting a good college. As for cse with his rank I think he would get-:

1)Cmrit
2)Mvj college of engineering
3)Sjbit
4)Sksjt etc.
Also depends on the reservation status of the candidate
