Maximum cutoff for government college is around 5k under uptu. colleges such as Harcourt butler, Institute of engineering and technolgy , dr ambedkar institute etc have maximum cutoff around 1000. so with such estimate , it seems that you have no chance of getting a government college with the mentioned ranks.
