yes it should not really matter since you are not more than 50% visually handicapped and with the element you say you have you should be getting a seat in any government medical college under the pH quota and I really hope you do well in your exams and emerged as an example to many others who should learn from you who is fighting with your zeal despite your limitations
try to do well in the exam and I am very sure you will get into a very good medical college and may all your near and dear ones proud
