Yes you can definitely give exam in 2020 because in 2019 the Eligibility Criteria of No. For Attempts is terminated.

Eligibility Criteria for 2019 

• Min age 17 yr.
• Max age for Unreserved category 25 yr.
• Max age for other are 30 yr.

So as per 2019 Eligibility  Criteria you are eligible for 2020 but if the changes occur then you need to see the new Eligibility Criteria for exam
