If your OBC certificate issued by the central list then it is valid to  any of the states you have mentioned above. But if it is not issued by the central list  and issued by the respective state for OBC NCL certificate it is only valid to the respective state only not in other state. So you have to submit  OBC certificate of required State to the authority of the educational institution  where your son is going on for his studies.

you can correct your mistake and submit the proper state OBC certificate to the college authority.
