All you get provisional certificates before the counselling, if there is any delay in provisional certificate then you need to submit consolidates marks memo (CMM) or your marks list for all semesters in the time of counselling otherwise you need to submit a permission letter to the officials in the time of counselling which are guided by counselling officials for not getting provisional certificates.
