Yes there is. IIIT Allahabad has various scholarship schemes to support these students.

For ST students, The Govt of India provides a scholarship, and you can corroborate with your state govt too for any scholarships. IIIT-A also gives scholarships to ST students.

For SC students, you only get any scholarship if your family income is less than 4.5lakhs per annum. This is given by the college itself.

No fee waivers though. (as of 2015)

Tuition fees for SC and ST students has been waived from 2016 onward.
