Both are Govt organizations and good. But IICT I think offers Carpet  and Textile Technology. Plastic industry is still a large one inspite of the environmental hazards and other stuff while Carpet and Textile technology are niche fields which means placements will be narrowed down to certain industries only. So pls check the placements. Rating wise they both are on equal footing. Also please join whichever field you have a slight interest in.
