Dear Aspirants ,
you can apply but if doesn't satisfy domicile criteria then will go under open category else can use use home state quota . For example
If I belongs to odisha and apply for medical pg at Tamil Nadu then I will apply through open category
If I apply for medical pg at college located inside odisha I can use home state quota.For ever state there is a domicile criteria.

1. Minimum stay of 10 years
2. If minor then parents are permanent resident of the state and possess immovable property
3. Else parents are government employee
