Yes, it is true. See there are two counselling boards for engineering aspirants and that are JOSAA and CSAB. Let us say that you appeared in JOSAA counselling but your rank is quite low and you did not got any seat in that counselling but you got seat in CSAB counselling which is conducted on the remaining vacant seats after JOSAA counselling. Therefore in both the counselling the closing ranks or cut-off ranks are different. The seats which remain vacant after JOSAA counselling are shifted to CSAB counselling and hence the cut-off ranks are little high in CSAB round as compare to JOSAA rounds.
