Eligibility Criteria of SNAP are :

• Candidates must have a graduation degree from a recognised university or institution
• General category candidates must have minimum of 50 per cent aggregate marks in Bachelor's degree
• Candidates belonging to SC/ST category must have at least 45 per cent aggregate marks in Bachelor's degree
• Final year Bachelor's degree students may also apply
• A candidate who has completed qualifying degree from a foreign university must obtain an equivalent certificate from Association of Indian Universities (AIU)
• All foreign degrees/qualifications must be verified from AIU before seeking admission to any programme by SIU

Hi JV, yes absolutely if you are in the final year of your graduation in any field you may apply for SNAP and take the exam. As long as you complete your graduation before admission there's no problem if you are a fresher.
