It would be best to target for top 25 institues but you can go till top 50 ranked engineering institutes. Nirf rankings are based on following criteria and marked out of 100 as follows:

• Teaching, Learning & Resources (30%)
• Research, Professional Practice & Collaborative Performance (30%)
• Graduation Outcome (15%)
• Outreach and Inclusivity (15%)
• Perception (10%)

If you mean about the college. Then I must tell you that It is not necessary that the college which have good nirf rank is better than those who don't have, But the top 40 Nirf ranked collegea are the best...

If want to know about the college then check it's placement records and infrastructure through career 360 official website..
