You don't need to give both the exams. You can either give CET or JEE. SIES offers seats in the following categories :
1. South Indian linguistic Minority ( Tamil) - 51% of sanctioned intake.
2. CAP all India (29% of sanctioned intake)
3. Institute level (20% of sanctioned intake)
4. Against vacant seats after CAP Round

In CAP rounds, you can apply through JEE or CET.

                   No, there has not mandatory to take both examtion, you can take one of them.
Yes, as you are appearing in MHCET, so do well to get the college. & for eligibility criteria, you should have aggregate of 50% in your 12th with physics, English & mathematics as a compulsory subjects.
